In July 2005, the Department of Corrections added an “R” and became the California Department of Corrections and Rehabilitation. The change was part of a public pledge to focus more on rehabilitating the state’s prisoners. Progress has been slow but there is evidence that parts of the system are trying to change… and some of it is working.
